The director of the Office of Management and Budget has called for all agencies to justify purchases of custom-made products. Given the large number of military specs and standards, a shift to buying commercial items will potentially change the federal market.

Watch for descriptive changes in future RFPs and IFBs. If your product meets the normal requirements in industry, push the buyer to “open up” the opportunity to you.

The director’s instruction, OMB memo M-26-12, requires agencies to submit a report of open, pre-award actions for non-commercial contracts. Procurement officials are to explain what they are buying, what it may cost, and why they are not buying the commercial solution.

This may affect GSA multiple award schedule contract sales positively, as well as other GWACs. Bids in process of review may be delayed and contracts that have already been awarded may be modified or cancelled.
