The largest review and rewrite of federal contracting rules in decades is now in the rulemaking process. More than 1,000 pages, revisions are now being posted for comment. The comment period will close July 23.
“Led by the Office of Federal Procurement Policy (OFPP) and the Federal Acquisition Regulatory Council (FAR Council), this initiative will return the FAR to its statutory roots, rewrite it in plain language, and remove most non-statutory rules. In addition, non-regulatory buying guides will provide practical strategies grounded in common sense while remaining outside the FAR.”
The administration states that “The goal is clear: faster acquisitions, greater competition, and better results.” The changes are being announced via three releases of proposed rules, each allowing public comments. “The proposed rules begin the formal process of embedding streamlined acquisition policies into the FAR after agencies began implementing those reforms through temporary deviations last year. Together, the proposed rules cover 17 FAR parts,” states a White House press release.
A particular focus of the effort is on procurement of commercially-available, commonly used products, such as office supplies and furniture, commercial vehicles and parts/supplies, and standard consumables such as medical, building materials, and maintenance supplies and services.
